Non-tariff measures(NTM) are generally defined as policy measures other than ordinary customs tariffs that can potentially have an economic effect on international trade in goods, changing quantities traded, or prices or both (UNTAD/DITD/TAB/2009/3).
Since this definition is broad, a detailed classification is critical to better identify and distinguish among the various forms of non-tariff measures. The ATIGA provides a WTO-compatible Non-Tariff Measure (NTM) 's discipline, anticipating the obligation to publish trade information online in National Trade Repositories (NTRs) and link to the ASEAN Trade Repository (ATR) that have subsequently been described in the FTA as Trade Portals. Prescriptions for AMSs include establishing a national NTM committee, collecting and classifying all national NTMs and publishing them in AMS's national trade repository (NTR) connected with the ASEAN Trade Repository (ATR).
ARISE Plus Cambodia supports strengthening government officials' capacity to understand NTMs better and have them perform more effectively. The project organised training on Non-Tariff Measures (NTM). The workshop covered the identification, collection, classification, packaging, and validation of NTMs.
